Why won't he date me? ?

So I'm 16 & there's this guy I've been bestfriends with for about a year now. About 4 months ago he told me how this girl told him she liked him & I got kind of jelous. I told him that so he called me that night & we talked on the phone for hours. After that night I realized that I really had feelings for him. That's when we started "talking" for about a month. We never kissed or anything. All we did was hug. Then he told me we were just friends which completely crushed me cuz I had really fallin' for him. Then as of about a month ago he started giving me these mixed signals. Then about a week ago I got drunk at his house & we ended up having sex. Ever since then he's affectionate with me & I've never seen this side of him but I love it. He tells me he loves me but when I ask him why he won't date me he said that it's not that he doesn't want to & that he does wanna be with me but it's just that he's stressed out about trying to move out of his house soon. I just don't know why he won't make us official? He's not a player or the type to just use a girl especially one of his friends. He is a huge pothead though. Any help? Thanks.
